Re: what is the best type of filter
not a big biowheel fan but outside would be fine with some powerheads to make more circulation. I use and recommend the Aquaclear filters, they have the advantage of using more substantial chemical filtration media.
Canisters are great love the Fluvals but they are a bit pricier. Probably about 139.00 vs 45.00, Since the fowlr system is utilizing live rock as the emphasis bio filter the need and expense for a wet dry is not needed but if you gots one lying around use it
*Biowheels will do the job just any cartridge type filter is limited in what you can do with them as well as the wheel tends to splash water a create salt creep

I think the bio wheel would be redundant to the live rock, both are bio filtration and the live rock will handle that load assuming you use enough.
I would suggest some kind of media filter so you can run carbon or maybe a phosphate media if needed.
Oh and also a decent skimmer.
